Hello, yes students are allowed to wear headbands at any rank and anytime.
I'm assuming you are referring to the karate headbands? If so, correct any level can wear the headbands. Headbands typically are a feature promotion item. My child enjoyed wearing them around the house, and wearing them with his uniform 🥋 for practice. Not sure if they are allowed during the tournaments. Hope this helped.
