The trail is well kept and pretty much easy mode for riding or walking. Someone had recently dumped their trash at the trailhead. Rude. Someone also dumped their blind albino pretty rat.

Several miles, it runs from behind Lakewood all the way to Blue Mills Rd.
No I don't believe they are allowed. There are rules at several of the entrances to the trails and I believe no horses no motorcycles no atvs are part of the rules!
The trail is closed underneath the bridge. You can access the trail from Hwy 24 at mile 1 or 76 hwy at mile 4.4.
