Yes, they have a section of used albums without records in them (empty jackets)

If you mean as in a cardstock 12"x12" promo album cover art, I'm not sure if they sell that (didn't see it, but they have a huge selection). If you mean protective plastic slip covers for the album cover or a protective paper slip for the record itself, then yes they do sell that there...and records galore!
