Why on earth would you cause trouble by filing a complaint? Restaurants are suffering enough as is. You're outside...birds and insects are attracted to good food just as us human animals are.

What exactly do you propose as a solution lol? Pigeons walking all over stuff is a hazard of being outside with pigeons. I'm sure El Patio already sanitize each table after patrons leave anyway due to COVID, so any pigeon germs you're concerned about are disposed of.
