Anyone under 18 needs to have their parent or legal guardian with them and both of them need to present identification, and they need to sign some paperwork. This is what I was told when I took my 17-year-old.. as long as a there is parental consent. They also take copies of the IDs and stuff I presume to cover themselves in the event that you're lying and you get caught can't blame them.
