Yes. My friend had her 16 year old son get one done there.
I went as a walk-in. I called before hand to confirm if they could take walk-ins for 3 small tattoos. We were given an estimate time to stop by. It definitely depends on the work you want done too. I'd say, call first.

There's a shop minimum; you just have to call them and ask what it is. I don't remember what it is off hand. Cool place, good people.
