Um. Sorry to brake your little heart but unified is ran by salt lake county city officials. They charge the city's they patrol for a guaranteed # of officers not because they are for profit.
They ate trying to make almost all of Utah unified. Which is horrible because they are a private for profit company
No they are not becoming unifed. The building is being remodeled to hold more police officers
