I see these tickets are Non-refundable. In light of the predicted snow on 1/29, I will not be able to use my tickets. No refund? Are they transferrable to another day/time?

I think they are transferable. I went a month ago and the ticket was valid through two days, they are very nice people and will help you with your visit when you can go.
