There is parking, but you have to climb some stairs.
There is a parking lot that can be very crowded on weekends/vacation time. There is a chance you will have to wait awhile for a spot there. But once you get to that lot, the restauraunt itself is up some stairs and paved sidewalks built into the hillside. There is also special handicap accessible route to the restaurant that does not involve stairs if you have a young one in a stroller.
Nepenthe Restaurant has a driveway on the right side takes you up to Handicapped Parking in back of restaurant. You can drop-off your passengers there, it is short walk no steps. Then you park below, or outside along HWY 1. There are 41 stairs up to Nepenthe, spaced apart with walkways, but strollers should avoid.

Yes, there is an upper and lower lot. The upper lot is usually full but the lower lot normally has space. The lower lot accesses the restaurant via a fun staircase with interesting items that would make the short climb fun, including a working phone booth and sculptures.
