No, unless they have recently changed that. First you will have to pick up the forms and take them to your doctor to be filled out and signed. After that just take them back to the DMV and then if everything is okay on the forms, they will issue the placards then and there. That is all I had to do to get mine. Only problem is you might have to wait a little if they're busy, which is almost everyday, lol.
An appt. would avoid a line/wait, speed up the process. However, I believe you can also appear with out appt. In addition, you probably need a note from your Doctor indicating a need for mobility pass. My wife has such a placard and it is a blessing. Finally, if the mobility issue is permanent, you can opt for a special license plate. Hope this helps. AS
