No, parking is not free here. The City of West Haven has recently installed ticket kiosks that require you to display a printed ticket on your dashboard. The kiosks do accept credit / debit cards as well as coin and paper.
Yes, it's only $3.00 for non residents. It's also a $100.00 ticket if you don't pay the meter.
