Well if I pay my phone bill on my phone I save $7 if I go there and pay them they had $3 if I use their ATM I'm charged $6 I don't know if that explains it everybody has their official roles good luck
I honestly can't help you there don't know why they're charging you nine more dollars. I only get charged $2 more for paying it at the payment machine for a fee. You think you're being overcharged you need to talk to them and dispute your bill.
