You can't use the exchange unless you are Retired. Not even base employees can use it or retirees kids once they reach 21. I MUST say, you aren't missing anything. I am Retired and I don't use it. The prices, at least in Fort Worth TX, aren't cheaper than Walmart or most other places. The Government had seen fit to make sure the base's aren't more than 5% cheaper than the most expensive stores. I had a lot longer review, but it was just rambling lol. I frequent Sam's and now Costco. Returning things is a breeze at Sam's and Costco. Amazon has a terrible return policy and the more they make, the worse they are, greedy. There are few Exchanges that exceed Their civilian counterparts, or even equal for that matter. Veterans can use the Exchange online now, and there is a rule/law that they (DOD I think) are trying to pass that allows Veterans to use The Exchange and Commissary on base.
