In most cases the spouse is in the same location as the veteran. The only time when that is not the standard is when someone passed away a while ago and was buried elsewhere, either at another Veterans' cemetery or private. The only time a couple may buried next to each other is if both have the proper qualifications of their military service.
To add to Joshua's comment... My grandfather was burried in a private cemetery elsewhere decades ago and was later exumed, relocated to veterans. His wife was later burried with him.
