It will be difficult if you don't want people in the background, but if you dont mind people then sure! We werw there around 11 on a clear day in december and light was good, not putting us in shadow.
I experienced that even though is crowded, people is very understanding and kind, and if they see you taking a pic , people always give you the space to take the pic. But for a good pic, remember to bring a good camera, flash and maybe a tripod. (Monument has a background light)
