All aspects are free and open to the general public, including the small museum underneath.
Lincoln Memorial is free for public visit however parking is something to be concerned about, if driving... Mostly people take a drop around that place.

Parking wouldn't be free if you were to drive your personal vehicle. But the memorial you can walk up and around to visit.
