Yes. Lincoln and the rest of the memorials at the National Mall are open. You will need to verify prior to planning your visit which Museums are open. Most of the Smithsonians were still closed in July.

Yes it is definitely opened. You have to check when you arrive. I found out the hard way on the openings of certain places. So call first. Definitely call. Plan it out a few days before you fly. Some places only allowing a certain number inside together. So make a list and when its about that time to fly or drive. You will be ready.
