Does Hanover County Animal Control have any authority over BARK? Why are there so many people who have tried to adopt animals there, and yet the animals are sent to prison for training instead of being adopted? This is unacceptable!

BARK is a rescue. Animal Control does not have any say over how a rescue group chooses to do their adoption process.

This must be new. We have adopted several dogs from there and never had any trouble.
