As Elizabeth said, check online about any events. The Historic Ships is not affiliated with the "Tall Ships" you are referring to.
Though the Tall ships do visit the Baltimore Harbor periodically, and were there last year, I have not seen them on the schedule of events for 2018 as of yet.
Tall ships? You should probably reach out to them directly instead of asking for peer input on here. Esp since the only reference you are giving is 'tall ships'. There is a list of upcoming events if you look online or call them for more details.
