Yes, kids are allowed. It's primarily a restaurant. However, checking their website, I don't see a kids menu.
There is a pretty large kids menu with chicken tenders, pizza, pasta, grilled cheese, burger, chicken sandwich, Mac n cheese and kids salad. Also a special dessert for kids, oreo ice cream pie.

I'm not sure if there is a rule but I would say this is a pub/brewery atmosphere which is more catered to the adult crowd.
