The park is divided into zones for rental, the pavillion is one, the stage area, some others just tables. Each area has an estimate for amount of people. All you need to do is reserve a space of adequare size, at the hourly rate. Its the same fee regardless of head count. The pavillion and stage area hold the most people, but if they arent available, you could maybe rent 2 smaller spots.

It's free but you must make reservations early normally starting in January. September is probably booked but you can give it a try.
