I would suggest to book online for the time 1-2 hours before sunset, so you could look at the NYC in the day, sunset and after sunset (all these city lights, etc.).

I wud suggest visiting around 4.30-5.30 to enjoy the spectacular Sunset view :)

I went yesterday it wasn't that bad. But I did hear that it gets busy on sunny days. You may want to consider the priority pass

We went around 2pm I think and it was not bad at all. They have time slots and only sell so many.
