No need for a permit, just make sure u get there early as there's always a lot of people.

It says no photos or videos. I take that to mean only amateur. For a posed photographer such as a wedding then yes a permit is needed.

No permits required as far as I know. It is usually crowded so getting a good spot for taking photos might be a challenge. But it is absolutely worth it in my opinion!

Great idea. Should be a great spot for photos. No permit should be required, although things change constantly and yes this is a public park. Some days it's very windy and chilly, so be prepared to wrap up and keep hair dos in place. A Tripod might shake a bit, but is the best option. Enjoy.
