You dont need one to buy it. Once you start riding you need one. 50cc and higher you need an M1 and 49cc and lower you technically need an M2. Some of the bikes with 3 wheels you do not need one, just a basic license. Go to the DMV website, it explains it all on there.

No you don't but you need insurance to drive it off the lot
When I bought my ninja they never ask me for a motorcycle license. Just driver license for info and proof of who u are.
