If the trail was open you could swim at the top
Hi yes the flash flood washed out the beginning part of the black pavement all the way to the park bench and the steps starting to the path. from the parking lot you can see the bottom of the falls and there is a pool there but they do not allow swimming in that area I do believe they allow swimming at the top of the falls but don't take my word on that 100%. Unfortunately the path to the falls into the top of the falls is closed and won't probably be repaired until next year. But if you're in the area it's worth seeing the bottom of the falls and the the pool. Plus if you have kids they have a nice playground with plenty for them to do And it would be a good spot to have a picnic.
No trail is not opened alot of damages
Swimming not allowed. I would assume trail would be open at discretion of the managers
