Does anyone happen to now much do they charge per hour? Or does it vary for each artist? I am looking to get a large thigh piece and a sleeve later on and I just want to get started saving up a rough amount early.

Depends on the artist... nathan, who I use, is about 120 an hr

You can get an estimate from them. I think it depends on hiw many colors and what level of detail you are wanting.
