Dunes area has a Taylor Park and parking lot across the street community of sorts for campers. People are very helpful. Note read parking, vehicle. Signs.

Probably, but I would call the main office to confirm. My family and I were just there for 8 wonderful day but when the sun goes down it cools off rather fast and can be out right cold at night and the strong winds coming from the ocean can cut right through a light jacket. Morro Dunes is a awesome place to stay because the other campers arwaule so nice and it's kept very clean with full hook ups. Also, the beach is just steps away and Morro Dunes is pet friendly. Please call to check those dates you were asking about.
