You have the option to go online or go to the DMV in person. Going to the DMV is probably less complicated. Sometimes online instructions can be difficult to follow
I believe a Driver's license and registration / plates can be done on line. Dept of Transportation office in South Philly - Oregon Ave. between 4th and 5th st.
