Nope it's free but some spots have the 2 hour parking and that's close to the places to eat or drink.
No, it's free. Tons of tables with shelter and swings. Even the pedestal binoculars that you had to pay a quarter for as a kid are free. Wonderful use of taxpayer's money for the enjoyment of the entire community. Make sure you traverse west down the Inlet either by foot, bicycle or car (or rentable zagster scooter). Tons of wonderful public space and museums.
