There is no gate to close off any area, though I think the bathrooms get locked.
Like most parks in Florida they open at Sun up and close it sundown
It's open sunrise to sunset, but when I went people were there after sunset.
Never been late or at that time
I have never gone after 8 pm.
It's a public entryway to the beach. I don't know who came up with the hours of operation.
Technically it's closed, but plenty of people still go after hours
