There is a ramp but you need a wheel chair that can go threw sand.
I would check with the county and see if there is beach chairs available with the oversized tires. Makes it a lot nicer!
There is a ramp all the way to the sand but it is soft and deep. A chair won't roll (or even be pulled) easily. I believe there is a company in Brevard County that rents beach wheelchairs, however. (Do a Google search.)
Or, the end of Minuteman Causeway In Cocoa Beach.
No stairs lots of stairs, Indian Atlantic Beach only has a couple stairs very nice Beach down by longboarders, Cocoa Beach pier would probably be the best to roll out in the sand and convenient Food a rentals of pretty much anything Beach wise
