I don't know about the afraid part but the rest sounds about right. Birth Certificate, Social Security Card, and Energy/Power bill to show residency. I would recommend using a Driver's License Agency, one in Garner, Clayton, Cary etc,to my knowledge the New Bern location does tags and titles, not Drivers Licenses. I could be wrong but things changed when DMV workers were "let go" and the state started using contract workers that know little to none about DMV matters. Be prepared for a long, long wait to find out you need to go to another location. My advice is to call first, I prefer my answers straight from the source, not public opinion.
I believe that passport can asl be counted as a form of ID. As some of the others mentioned it is likely best to visit the site to confirm the requirements.
Yes definitely go to the driver's licenses division not the dmv, and yes ss card, birth certificate, light bill would be accepted preferably 2-3pieces is best to take.
Kevin Spratley's answer only contains a few of the acceptable documents. If you'll go to the website ncdot.gov/dmv you will find a list of ALL the acceptable documents and options. If you don't have a smartphone or access to the internet, your local public library and librarian can help you.
