I sent a check to cover a garden license plate years back. It did not receive enough interest for it to be processed. How do I receive my money back?

You should call them first, they are very good at answering the phone. I don't think this is something you can do online.

You must make your request in person. Bring current Id with proof of Id and address to your local NCDMV. Definitely not something you can do over phone , or on line
