Why don't you ask Walmart....as I'm only a guide...I have nothing to do with Walmart policy nor management.
They want to save all the money they can. Hoping more people will use the self checkout systems.
i know and im not real for sure as to why they dont have as many cashiers as needed. it does become a little ridiculious when you have to wait for a length of time to check out. but if i was you with your concern next time your in there find a manager and politely suggest how annoying it may be sometimes as to how we have to wait to be checked out. sorry i couldnt be of more help to you.
