As noted above, only the Office of Motor Vehicles can issue them. However, it is not completely true that you “have” to have one in order to travel. After October 2020, you either have to have a “REAL” drivers license or a Federally issued photo ID (passport, passport card, TWIC card, military identification card, etc).
No. Only the La. Office of Motor Vehicles can issue the Real ID. If you want one you'll have to go there.
