Do not waste your time at the DMV if you don’t have to! These people are the ones who get it done and with professionalism! UPDATE: We had to go back two more times since I posted this review. Both times it was excellent service! I can't say enough good things about this place. They deal with some difficult situations too and manage to keep calm and help people as much as legally possible.

Yes. The Louisiana Office is Motor Vehicles requires a new picture every time.

Jennifer, unfortunately you can not. You will have to call the dealership to find out where they sent the paperwork to and either you are they can follow up with them.
Unfortunately no as that is considered a “first time issuance” and must be done by the DMV. Once you’re in the state system then you can be helped by Public Tag Agents.
They usually ask for a few different bills and maybe a rental or house note statement.
As noted above, only the Office of Motor Vehicles can issue them. However, it is not completely true that you “have” to have one in order to travel. After October 2020, you either have to have a “REAL” drivers license or a Federally issued photo ID (passport, passport card, TWIC card, military identification card, etc).
Either the vehicle will have to be paid off first and the vehicle will have to be donated to the other owner or they will have to refinance it in their name alone.

Unfortunately no place like us can. Any first time issuance of a drivers license must be handled at the OMV. Once you’re “in the system” we can help you with any other drivers license things from there.
