The large paved lot people have mentioned is primarily for boat trailers. There is a gravel lot, but unless you're doing something in the park specifically you can also Park along the side of the road closest to the lake. parking is free unless you are putting in a boat, then it's $8 during the staffed season.
None rhat I know of close. This is a new state park primarily for rhe residents of Buffalo NY but everyone is welcome. Camping is done in the suburbs.

it's a brand new State Park and considering the size of the lot they may allow RVs. Depending on how far you are willing to be from the Buffalo Harbor front you can find KOA Etc within a half hour
