You can fish from the break walls only. Fishing from the docks is not permitted at all.
No charge to enter and use park . As for camping, i am unaware of any camping rules but would choose a different park to camp in. I beleive camping is restricted here.

You do not have to be a resident... and you can swim although technically it's not a posted swim area. There is no lifeguard EVER, and the beachfront is mostly small Pebbles, not sand. Its Lake Erie, so there is seaweed, and water can be cloudy... but on a 90-degree day it sure will cool you off. There is also a public boat ramp for jet skis or kayakers, and people fish there also. With all this being said I'm sure you won't be the only one swimming. If your looking for a regular beach with sand and only swimming there are some great free beaches along Route 5, about a 20-30 minute drive from the city.

The large paved lot people have mentioned is primarily for boat trailers. There is a gravel lot, but unless you're doing something in the park specifically you can also Park along the side of the road closest to the lake. parking is free unless you are putting in a boat, then it's $8 during the staffed season.
