You do not have to be a resident... and you can swim although technically it's not a posted swim area. There is no lifeguard EVER, and the beachfront is mostly small Pebbles, not sand. Its Lake Erie, so there is seaweed, and water can be cloudy... but on a 90-degree day it sure will cool you off. There is also a public boat ramp for jet skis or kayakers, and people fish there also. With all this being said I'm sure you won't be the only one swimming. If your looking for a regular beach with sand and only swimming there are some great free beaches along Route 5, about a 20-30 minute drive from the city.

There is a beach. It is a state park, so no, you don't have to be a city resident it is open to the public
