I am sure no employee is allowed to smoke inside the store. Since there is no law to stop employees from smoking outside their work places, I think they were simply taking a smoke break at the moment. On the other hand, it would be wise for Jewel to instruct its employees to smoke around the far corner outside the store instead.
Well they are outside the building
They have a designated area for Smoking. Some employees do take advantage that management is busy and doesn't enforce the rule well.
