Possibly.Im not sure.My 2 dogs were picked up from my lawn at 2am on a holiday weekend by ppl driving by.& dropped in Brooklawn& transport- ed to CC shelter.I live in GloucesterCounty thats where I had reported them to.So I get a call from Camden County.they weren't reslly open but allowed me to go there.The owner was there.I'm disabled.I was frantic.Because of my situation they waived my 2 fees, unbeknownst to me.So. it depends on your situation to a point.
