If you are at least 17 and have had a beginner's permit for at least 180 days, you may get a regular driver's license. A parent or guardian will have to sign the application. If you are over age 18 you do not need a parent or guardian signature.
No.... you have to keep a permit for a certain amount of time, before they'll consider you for a license.
