No, you cannot. You have to apply in the state where the person was born. They only have access to SC birth records.

I believe you can. Just present them with valid ID and they'll look it up in the system and print it out. @ David Criag if they have any questions for you concerning the birth certificate on file they should notify you before printing it out and charging you the fee.
