What measures do they take to keep the horses cool during the 100° weather? It seems wayyyy too hot to have them out

From the web: Georgia does not allow them to operate when the temp will be over 98 deg. if it's too hot or too cold or bad weather...

I've seen them out when it's over 100°. I've also seen them in the rain. So in otherwords, they lie to make themselves look better.
