He will also need to do a VIN check which can be done at the police station in Woonsocket it's right across the street sort of anyway and you can walk in getting line and usually will be in line for a good hour to 3 hours so you'll have plenty of time to drive down to get your VIN check
To my knoledge if u live in RI and purchase a car in Mass you have to go get a VIN Check then u can register No appointment needed for DMV or VIN check
