When you call, press "0" it sends you though to a live person. I just got a disability pass this past Wednesday.
They definitely are open. I have already had to take two people there to get their disability parking pass. Both had to be by appt. But appts were made available for the day after I first called, both times. One person I brought hadn't had a pass since 2018 as well, so she had to bring her proof of Social Security, and was met at the door (entrance), they collected her docs and then returned to the door with her new card and they returned her forms to her. Her new card does not have her picture on it. Instead it has a label that prompts the parking attendant to check your RI issued ID to make sure the name matches the beach pass. The other person I brought had a pass in 2018 so they just used that picture and did not need proof of of social security. The number you have is the correct number to call.
