(1/3) How is it that parents can be avid heroin addicts with no steady employment, no housing (in and out of roach motels if they're lucky), no transportation, and have a child(ren) that is born addicted and yet the mother still has custody?

The people that works there don’t want to their job. They want to protect and get the money for their own benefits.
