The NICU is a high-security place, so unless you're a registered nurse, you usually can not. The only other option would be if the parents assign you directly with the hospital to be with your baby. Parents can choose to list up to 5 people to be with their baby. This list cannot be changed, and they are very strict with it. So unless it is family etc. I don't think there's a chance at getting to volunteer in the NICU.
