Yes, you can drop JPL books off at any of their library locations. That I know of all locations have outdoor 24/7 dropboxes, the University Park Branch has a 'drive-thru' Dropbox on the side of the building so you don't have to get out of your car.
Yes you can drop off books anywhere is convenient library for you. The drop box is at each library, no need to go inside.
