Not free unless you're an Airforce or Nasa employee. The rest of us need to pay a $25 per person extra at KSC to do the "Cape Canaveral Early Space Tour". They also require upfront registration with US ID or foreign passport to be allowed onto the premises. So - not free unless you're USAF or NASA. I suspect that the reviewers that claim this is free are confusing the place with the Sands Space History Center located further down on the Cape in the demilitarised zone. The Sands museum is run by the same organization and is also worth a visit!

Admission is free, but public access is difficult because this is an active Air Force Station housing much of the Space Program.
